Frank V. Reilly is licensed to practice law in all state courts throughout the State of Florida. Mr. Reilly is also licensed to practice law in The United States Supreme Court, The U.S. Federal Court of Claims, the federal United States District Courts for all Districts in the state, including the Southern, Middle & Northern Districts of Florida and the United States Court of Appeals for the Eleventh Circuit.

PROFESSIONAL EXPERIENCE

Mr. Reilly is experienced in handling all aspects of construction law including payment disputes, construction liens and bond claims, architectural errors and omissions, bid protests, MBE / SDBE litigation, scheduling delay claims and complex commercial transactions. Additionally, Mr. Reilly assists clients with various business matters including permitting issues, corporate law, land use, development and commercial landlord / tenant law. Mr. Reilly has extensive experience with the Design / Build process and Construction Management (CM) method of project delivery.

Mr. Reilly has also served the State of Florida as an Assistant General Counsel for the University of Florida. While employed by the State of Florida, Mr. Reilly handled UF's construction related legal matters, and assisted UF and the Florida Board of Regents in developing new construction management and purchasing procedures.

Prior to becoming an attorney, Mr. Reilly worked with several large Florida based construction companies as a Project Manager, Project Engineer, and Cost & Schedule Engineer. He has over nine years of construction management experience and has worked on over $ 200 million in construction projects.

While employed by Odebrecht Construction, Mr. Reilly worked on a $ 70 million construction project at Miami International Airport, and a $ 28 million cargo building for American Airlines. Mr. Reilly also worked as a Construction Estimator for the $ 4.9 billion Florida Overland Express project, a proposed 200 mph magnetic levitation bullet train linking Miami to Orlando and Tampa.

In 1998, Mr. Reilly founded Time Engineering, LLC, a Florida based construction management firm.

Mr. Reilly's professional experience also includes construction projects owned by the United States Department of Defense, the United States Navy, the US Coast Guard, the Jacksonville Port Authority, Miami International Airport, Jacksonville International Airport, the FDOT, the Broward County School Board, the State of Florida, the Florida Department of Corrections, numerous school boards, municipalities, aviation authorities and other public and private institutions.
